Summary
NRC was retained to assist ATC in rebuilding an 89-mile transmission alignment in Wisconsin and Michigan. NRC’s multidisciplinary team collected environmental data required to file an application for a Certificate of Public Convenience and Necessity (CPCN) and associated wetland/waterway/protected species permits. By collaborating with the US Forest Service and Arcadis, NRC completed the necessary studies required for the preparation of a NEPA Environmental Assessment on federal lands within the project area.
During Construction, NRC is providing environmental training, monitoring, and marking sensitive areas to assist in keeping the contractor in compliance with state and federal permit conditions and to avoid costly delays. Segment 2 of this project crosses several sensitive natural resource features including Elvoy Bog and Twin Lakes, which required innovative construction techniques to minimize impacts. Permanent steel casings were vibrated into the ground to contain and minimize the potential impacts of installing concrete foundations for the transmission line structures in wet, unstable soils. In Elvoy Bog, an ice road was created by driving tracked equipment across the Right-of-Way twice daily for several weeks during the winter prior to construction to drive down the frost to support timber mats and heavy construction equipment and minimize impacts to the bog.
